I think we should not keep the 'ioctl' part in the function name, because those
are reserved for DRM entry points, as defined in the panthor_drm_driver_ioctls
array. But then again panthor_ioctl_vm_bind does branch off into a couple
'ioctl' infixed functions depending on on the type of VM binding, so maybe Boris
could shed some light on this?

For this function and the following one, you might want to test for the case of overflow
between the time the higher and lower parts of the timestamp register are read, as follows:

I feel that maybe there's a way to refactor these two functions into a single one, and pass
only the higher timestamp register offset, and add 0x04 to the former to access the lower half.
I suppose this is safe to do because register offsets won't be changing for any device this
driver could ever handle.
