Writing 0 to iclear has no effect, I think it should be 0x1ff to clear all interrupts, (or 0x1a5 as only bits 0, 2, 5, 7, 8 are defined in the specification).

Errr, sorry. I probably confused it with the IEN register.

In mgag200_crtc_enable_vblank() the driver unconditionally clears the VLINE bit in ICLEAR before enabling interrupts. Therefore the write to ICLEAR here can be removed entirely.
