[PATCH 12/15] RDMA/hbl: direct verbs support

Add direct verbs (DV) uAPI.
The added operations are:
query_port: query vendor specific port attributes.
set_port_ex: set port extended settings.
usr_fifo: set user FIFO object for triggering HW doorbells.
encap: set port encapsulation (UDP/IPv4).
