[PATCH 3/7] clk: rockchip: rk3128: Export PCLK_MIPIPHY

The DPHY driver requires to specify a pclk so it gets exported here. I also
dropped the CLK_IGNORE_UNUSED-flag as we will enable the clock on demand.
