The difference is that PCI or USB are discoverable buses, but I2C and SPI are not. The kernel tends to use generic mechanisms if possible. And for the I2C / SPI buses the generic mechanism is match data. What you are doing is nice if there was just the it66121 driver. However there is more than that. Many more drivers.
