Perhaps the part that causes confusion here is that the drm-misc-next and drm-intel-next branches, for example, are always open for new patches; it's just that there's a cutoff at around rc5/rc6 after which they start targeting the next+1 release. I guess the main question is whether Sui Jingfeng has follow-up work planned in drm that depends on these being merged. This would set that back by a full release. (But it happens.)
