[PATCH v3 7/9] drm/msm/dpu: drop DPU_PLANE_QOS_PANIC_CTRL

[Dmitry Baryshkov <dmitry.baryshkov@xxxxxxxxxx>]

This flag is always passed to _dpu_plane_set_qos_ctrl(), so drop it and
remove corresponding conditions from the mentioned function.
