6xx has a max tex/vtx clause size of 8. 7xx+ has a max tex/vtx clause size of 16. In CF_WORD1, make sure you are setting the MSB of the count field. Bits 12:10 and bit 19 make up the total count field. I suspect you are not setting bit 19 properly.
