[PATCH -next] drm/vc4: v3d: make render_wait static

The symbol is not used outside of the file, so mark it static.

Fixes the following warning:

./drivers/gpu/drm/vc4/vc4_irq.c:60:1: warning: symbol 'render_wait'
was not declared. Should it be static?
