Can't really see why we'd not want to bump the epoch counter when we go from not having and EDID to having one. This issue already seems to exist in the current code, although that one also skips the epoch counter bump if the new EDID is missing, so even more odd. This also brings me to the slight annoynace of having this code duplicated in two places. I worry we'll end up accumulating different bugs in each copy.
