I see this bug report is for the radeon kernel space driver.  But I suspect it
might go beyond that.  I get similar problems with the amdgpu driver and the
radeon driver.

I have a Dell Precision 3510 with a FirePro W5130M

I've only able to get full performance out of the FirePro GPU with the
customized version of Ubuntu 14.04 I got from Dell when I bought this laptop.

Ubuntu 14.04 has gotten to be old enough now that too many applications don't
work or don't work well on it.  I'm currently on Ubuntu 18.04 doing my testing.

OS: Ubuntu 18.04.4 LTS (Bionic Beaver)
Kernel version: 5.3.0-40-generic
