One additional observation I made yesterday: If I stop sddm/KDE via "systemctl
stop sddm" the frequency has changed after I'm back in console:

cat /sys/class/drm/card0/device/pp_dpm_mclk
0: 100Mhz 
1: 500Mhz *
2: 625Mhz 
3: 875Mhz 
"""

At this point I'm also able to even go to "100MHz" and power consumption goes
down at least to 13W. If I run "systemctl start sddm" again I only the the KDE
Plasma start logo and that's it. Going back to console and stop sddm agin
frequency is again at "875MHz" and can't be changed anymore. In this case
you've to reboot.

But I guess without some developer guidance/hints there isn't much I can do
anymore.
