[PATCH RFC 08/11] drm/tilcdc: Call drm_crtc_vblank_off() in tilcdc_crtc_destroy()

Call drm_crtc_vblank_off() in tilcdc_crtc_destroy(). This is needed
for module unloading after the DRIVER_ATOMIC is enabled.
