Check out gparted (GUI for parted) - It can format to FAT32.
>From the parted man page:
parted mkpart part-type [fs-type] start end
                     Make  a  part-type  partition with filesystem fs-type (if
                     specified), beginning at start  and  ending  at  end  (by
                     default  in  megabytes).   fs-type can be one of "fat16",
                     "fat32", "ext2", "HFS", "linux-swap", "NTFS", "reiserfs",
                     or  "ufs".   part-type should be one of "primary", "logi‐
                     cal", or "extended".

Regarding the encrypted partition; what is stopping you? I think that
is the normal configuration of LUKS - If I understood the original
post correctly you want to dualboot encrypted Win and Debian, right?
So two encrypted partitions should do the trick, or is there something
I'm missing?
