Plain cryptsetup encrypts the whole device. ''resize'' is only for when you do not want that. What you need to do is to conventionally resize the partition. Cryptsetup will follow. If you need to resize something within the encrypted device, do this conventionally on the decrypted device (/dev/mapper/<something>).
