Right if we go with MFD (which IMHO would be the cleaner approach) then the base driver registering the regmap + cells / child devices would live under drivers/mfd, there reboot/shutdown driver under drivers/power/reset/ , gpio under drivers/gpio and any new functionalities in the correct places for those functionalities.
