Add Qualcomm PCIe UNIPHY 28LP driver support present
in Qualcomm IPQ5018 SoC and the phy init sequence.

 [v2] Added the single lane compatible
      Added dev_err_probe, removed .owner, MODULE_ALIAS.
      Used for() instead of while in qcom_uniphy_pcie_init
      Used devm_platform_get_and_ioremap_resource
      Dropped usage of clock-output-name
      Fixed init order to enable clks first, then reset
