[PATCH v9 1/3] PCI: Add macro PCIE_PME_TO_L2_TIMEOUT_US

Introduces the PCIE_PME_TO_L2_TIMEOUT_US macro to facilitate checking the
PME (Power Management Event) timeout in the PCI subsystem.
