Hmm. You could treat those as optional regulators so as to figure out if they are connected or not. If that seems sensible to you just make sure you call out the fact they will control if the block is enabled by their presence. Whilst we use presence or not of vref-supply in many drivers to identify if an internal regulator should be used, in that case we have to be able to read the reference voltage to establish scale so it needs to be specified. For these cases it is a little less clear as they are fixed supplies and we only care if they are there or not. As such a stub supply would be be fine if we weren't using these as indicators of whether to power down internal blocks.
