[PATCH 1/2] media: v4l UAPI: add V4L2_BUF_CAP_SUPPORTS_RO_REQUESTS

This patch adds support for the V4L2_BUF_CAP_SUPPORTS_RO_REQUESTS
flag. This flag is used for RO Request.
