[PATCH v8 04/42] clk: davinci: Add platform information for TI DA850 PLL

This adds platform-specific declarations for the PLL clocks on TI DA850/
OMAP-L138/AM18XX SoCs.

- add a clkdev lookup for each SYSCLK

- include clkdev lookup registration here instead of in mach-davinci
- split registration functions for each PLL
- Add platform_device_id lookup

- Added da850_pll{0,1}_info with controller-specific information
- Added OBSCLK data
- Add empty lines between function calls
