From: Hu Ziji <huziji@xxxxxxxxxxx> Some SoCs have PHY PAD outside Xenon IP. PHY PAD voltage should match signalling voltage in use. Add generic SoC PHY PAD voltage control interface. Implement Aramda-3700 SoC PHY PAD voltage control.
