This was here to handle sama5 (and maybe other SoCs I don't recall) specific case. This way (by reading the PLLR register and masking it with ~pllr_mask) the bit that must be set 1 is always set correctly.

I realize there is a bug here: - pll->div and ->mul are never set- we should not write the new conf to the PLLR/ICPPL registers (this should be done in clk_prepare)
