would like to be able to upload Debian (stable unofficial backports)
Ceph images to quay.io. I could start with Reef images, and hopefully
follow-up with new releases. But I do not know where/how to start. What
is the procedure?

Note that I intend to maintain images for both arm64 and amd64, as we
use both arch in my company.
