Correct. radosgw-admin is currently explicitly tied to the RadosStore,
and therefor a ceph cluster. Work needs to be done to abstract it, but
it hasn't been an issue for DBStore, since we can issue SQL commands
directly for what we need.

Actually, now I remember that Daniel mentioned that radosgw-admin is
not plumbed to work with the right backend. There needs to be some
code change there to get it working properly.
