unfortunately it turns out that these apache libraries are _runtime_
dependencies for rgw, and their packages are currently only available
through a third-party repository. i don't think it's reasonable to
require our users to enable third-party repos before
installing/upgrading quincy packages

until official centos/ubuntu packages are available (Kaleb has been
working on this), we'll either need to leave this feature disabled, or
carry these apache packages (along with their own dependencies) in our
own download.ceph.com repos - and we're currently trying to decide
whether this approach is tractable
