Quincy feature freeze

We're nearing the end of the quincy development cycle, and at the ceph 
leadership team meeting this week set the feature freeze date to Friday, 
January 14.

After that we'll focus on stabilizing and testing (doing more scale
tests than ever) before releasing in March.
