Re: build on RHEL8

Per https://bugzilla.redhat.com/show_bug.cgi?id=1757000 a candidate
package is available at
https://koji.fedoraproject.org/koji/buildinfo?buildID=1410792 and
requires testing feedback. Perhaps we could replace our custom built
xmlstarlet with this package for the time being?
