Just in case, it's the second paragraph of the section "What is the International Kernel Patch". Anyways, I suspect that the reason the web page is the way it is, is historical; when it was created, it was the only crypto patch available for Linux, and pretty much anyone encrypting their filesystem used it. So it was as close to being "official" as you could get without actually being in the kernel itself. (Note: my knowledge of the history of such things is unverified.
