yes to both. q8400s is upgrade, the p8400 is for a new computer... (both self 
built)

i did the bios update before the cpu update :)

p8600:
the board i use for that cpu has a somewhat "new" bios. well the date shows  
05/27/2009
but since it is a DFI board( CA 230-bf) and DFI not bothering having a proper 
support page....................
