Well, actually i'm not part of cpufrequtils team, but if there is no
answers.. If you are interested in C programming you have to understand
that your offer isn't great changes in code. You can do it. It's just
may be few exec() syscalls(that tries to modprobe governor module) and
if-checks to make things right.

It's possible that there is handicap to do it. I don't know.
