I didn´t have a chance to look at the whole thread but please be aware that:

        <fencedevices>
                <fencedevice agent="fence_scsi" devices="/dev/emcpowera"
logfile="/var/log/cluster/fence_scsi.log" name="FenceSCSI"/>
        </fencedevices>

is something we do not support or test at Red Hat. It might work or not
(tho i am doubt it´s related to the problem you see).
