A low cost solution, for educational purpose is using

centos (rhel clone)

free vmware server (1.0.4)
http://www.vmware.com/download/server/

and the vmware fence agent :
http://sources.redhat.com/cgi-bin/cvsweb.cgi/cluster/fence/agents/vmware/?cvsroot=cluster

which requires VMware Perl API
http://www.vmware.com/download/sdk/api.html
