In your case, you'd want heuristics which monitor network connectivity, so that when you pull the cables, the node (which is still alive, despite the fact that it has lost network connectivity) will remove itself from the cluster, and the other node will fence it. The example in the manual page for pinging a router should be of some use, but you may very well have a better method of determining network connectivity.
