AFAIK the steps above are not necessary. It should be sufficient to do these:

* Set host in maintenance mode
* Reinstall host with newer OS
* Configure host with correct settings (for example cephadm user SSH key etc.)
* Unset maintenance mode for the host
* For OSD hosts run ceph cephadm osd activate
