Notable Changes

* mgr/Prometheus: refine the orchestrator availability check to
prevent against crashes in
the prometheus module during startup. Introduce additional checks to
handle daemon_ids generated
within the Rook environment, thus preventing potential issues during
RGW metrics metadata generation.
