issued and pending caps are the same. I found this issue:

https://tracker.ceph.com/issues/39349

Looks to me that it was fixed for versions prior to pacific, but is happening in pacific again (at least to me). Client is using cephfs kernelmount on 5.4 kernel.

Any suggestions?

The above tracker didn't fix it thoroughly, I have a new tracker to fix this and please see: https://tracker.ceph.com/issues/57244.
