Build Ceph RPM from local source

Hi folks,

I'm trying to build Ceph RPM packages from my local source code (with some
local changes). I'm following the instructions here
<https://docs.ceph.com/en/latest/install/build-ceph/?highlight=rpmbuild#rpm-package-manager>,
but it appears that the package doesn't include my local change. Here is
copied from ceph.spec:
```
%global _remote_tarball_prefix https://download.ceph.com/tarballs/ ...
Summary:        User space components of the Ceph file system License:
   LGPL-2.1 and LGPL-3.0 and CC-BY-SA-3.0 and GPL-2.0 and BSL-1.0 and
BSD-3-Clause and MIT %if 0%{?suse_version} Group:
 System/Filesystems %endif URL:            http://ceph.com/ Source0:
 %{?_remote_tarball_prefix}ceph-16.2.10-0-g45fa1a08315.tar.bz2 %if
0%{?suse_version} # _insert_obs_source_lines_here ExclusiveArch:  x86_64
aarch64 ppc64le s390x %endif
```

It seems it's downloading the source code from the Internet, instead of
using the local source code. Do I have to modify ceph.spec or is there
something else I'm missing?

Thanks,
Zhongzhou Cai
