scp Permission Denied for Ceph Orchestrator

Hi All,

I'm currently trying to upgrade a Ceph cluster from 16.2.7 to 17.2.0, the
cluster is deployed and managed with cephadm so I use Ceph Orchestrator to
upgrade.

ceph orch upgrade start --ceph-version 17.2.0

One mgr instance is successfully upgraded to 17.2.0. However the upgrade
stuck after that. I've checked the mgr log and found the following lines.

orchestrator._interface.OrchestratorError: Unable to write
ceph01:/etc/ceph/ceph.conf: scp: /tmp/etc/ceph/ceph.conf.new: Permission
denied

The /etc/ceph permission is currently under root:root, is it the correct
owner:group for cephadm to manage the cluster?
