Id have to test this to make sure it works but i believe you can run 'ceph cephadm set-user <user>' https://docs.ceph.com/en/octopus/cephadm/operations/#configuring-a-different-ssh-user after step 4 and before step 5 in the adoption guide https://docs.ceph.com/en/pacific/cephadm/adoption/ and then in step 6 you need to copy the ssh key to your user instead of root Let me know if that works for you?
