Hi,
have you tried specifying the image instead of the ceph version? I
found a bug report [1] stating that the option '--ceph-version' will
be removed.
When I tried that the last time it worked for me with '--image':
ceph orch upgrade start --image <registry>/ceph/ceph:latest
