I'm not sure if this is relevant here, but I recently tried to use
OverlayFS with an NFS share.  It wouldn't work because NFS does not present
to the kernel as a block device.  OverlayFS requires a block device
abstraction.  If CephFS doesn't present as a block device you won't get it
to work.
