other available osd of the 3x replicated pool and just write the data to
that one?
All I/O is only send to the OSD with the primary PG replicate. If this happens to be the OSD on the same host, I/O will be stuck.

The high I/O load is due to async I/O threads in the kernel trying to access the OSD.
