The RBD snapshot create timestamp required a change on the OSD side to record the timestamp. Therefore, for older clusters or pre-luminous snapshots, there is no way to retrieve a creation timestamp since it just doesn't exist anywhere.

Which kind of snapshot are you talking about? Which interface? In a
quick skim of the current tree I don't see anything that's changed
recently in the APIs around these.
