This is probably a better question for a tgt mailing list at this point. From a quick glance, I don't see anything wrong with your config, but clearly the bsopts are not getting passed to the rbd driver. Do you see the "tgtd" process being started by tgt-admin with the "--bsopts" parameter?

I think you are looking for the "id" option -- not "name".
