Hope you followed the release notes and are on 0.94.4 or above

   http://docs.ceph.com/docs/master/release-notes/#upgrading-from-hammer

1) upgrade ( ensure you dont have user 'ceph' before)

2) stop the service
     /etc/init.d/ceph stop (since you are on centos/hammer)

3) change ownership
     chown -R ceph:ceph /var/lib/ceph

4) start the *individual* service, just like you did before ( there is
a known issue with systemctl start ceph.target, it doesn't work )
        or systemctl stop ceph-mon.target ceph-osd.target
ceph-mds.target ceph-radosgw.target
        systemctl list-units to check the status
