Question upgrading to Jewel

Hello, i've upgraded my hammer cluster with the following steps:

Running CentOS 7.1

upgrade ceph-deploy

ceph-deploy install --release hammer mon{0..2}

After that i couldn't start the mon service,

systemctl start ceph.target (no errors at all, just don't get the daemon running).

I managed to start the daemon after i ran:

systemctl enable ceph.target

systemctl enable ceph-mon@mon0

After that, i could start mon daemon with:

systemctl start ceph.target

Question:

Am i missing something ? Wouldn't  ceph-deploy enable it by default?
