I have not tested to upgrade to jewel and Ubuntu 16.04.
I would update 14.04 & Hammer to latest patch and
then ceph to jewel.
Last would update os 16.04.
The reason is that Xenial don't have Hammer package.
I guess you are one of the first to test :-)
