RBD image can ignore the pool limit

Hello Cephers,
     I have a question about pool quota. Is pool quota support RBD? 
     My cluster is Hammer 0.94.1 that have 1 Mon and 3 OSD. Each OSD server have 3 disk.
     My question is when I set pool quota size 1G on pool "rbd". I still can create a image "abc" = 3G. 
     After I mount and formated image"abc", I can put data more than 1G and there have a warning "pool rbd is full".
     Another question is when warning message "pool rbd is full" show up. Even I delete all data that I put into , the object still remain.
     And ceph cluster will become "active+clean+inconsistent".
    Is this result consistent with expectations?
