I'm not sure what you mean by "access points to the cluster", but the monitors only provide the cluster map to the client, which then communicates directly with the OSDs. Quoting the documentation[1]: "Ceph eliminates the centralized gateway to enable clients to interact with Ceph OSD Daemons directly. (...) Before Ceph Clients can read or write data, they must contact a Ceph Monitor to obtain the most recent copy of the cluster map."
